Leadership development was identified in 2002 as a major component of the health promotion effectiveness agenda based on a perceived need to train teams of health promotion leaders from the health sector and their colleagues in complementary sectors – “to upgrade their skills without disrupting their duties.”

The aim of Prolead is to develop a critical mass of leaders in health promotion, applying their knowledge and skills, focusing on their own local conditions, developing projects attuned to local needs but with an understanding of global driving forces, and having the skills with which to implement these projects.

It aims to equip participants with practical skills needed to play sustained, instrumental leadership and management roles with reference to specific challenges of health promotion in the Region. Furthermore, it aims to produce leaders with a sustained interest to effect significant changes in health promotion strategies in their respective countries.

The focus of Prolead is on applied leadership and management in health promotion designed especially for health promotion advocates and practitioners in the Western Pacific Region.

Prolead I (pilot) was held from July 2004 to March 2005 in Manila. Prolead II was held from July 2005 to April 2006 in Bangkok (Module 1) and Kobe, Japan (Modules 2 and 3). The focus of Prolead I was “securing infrastructure and financing for health promotion”. For Prolead II, it was “governance for health.” Prolead Plus will be held from October 2007 to March 2008.
