Implementation of the regional agenda for capacity building for health promotion
The health promotion unit and the tobacco free initiative of WHO collaborated with the SEAMEO TROPMED Network to organize a health promotion infrastructure and financing study group and to link this to the development of a regional template for leadership training. Funding support was provided by the Government of Japan through the Japan Voluntary Contribution to WHO.
Preparatory work for health promotion and infrastructure study group
In preparation for the work of the study group, WHO collaborated with:
- La Trobe University - to conduct a review of health leadership training programmes, propose a model for a regional health promotion leadership training programme and conduct a training needs analysis
- Global Service Associates - to prepare a strategic investment plan and several project proposals to secure resources for leadership training for health promotion in the Region
Development of a health promotion infrastructure and financing policy analysis instrument
SEAMEO TROPMED Network and WHO also collaborated to develop a policy analysis instrument that stakeholders would use to conduct a country level assessment of health promotion infrastructure and financing.
Meeting with Thaihealth and training needs analysis for a regional template for health promotion leadership training
The study group met in Bangkok, Thailand on 29 September to 3 October 2003. The meeting included stakeholders from Australia, China, Fiji, Malaysia, Mongolia, the Philippines, Thailand, and the USA. The objectives of the meeting were:
- to share experiences on health promotion and financing with sub-focus on using dedicated tobacco taxes for funding health promotion
- to develop an instrument for analysing health promotion infrastructure and financing with emphasis on taxation analysis and the use of tobacco taxes for health promotion
- to train country teams in utilizing the instrument in implementing country analysis on health promotion infrastructure and financing
The meeting also sought to discuss a regional template for health promotion leadership training with health promotion infrastructure and financing as its core topic, and to conduct training needs analysis for this initiative. Stakeholders visited the Thai Health Promotion Fuondation and shared experiences with the staff.
Country teams use the health promotion infrastructure and financing instrument to conduct country level analysis
Four study teams were organized from China, Fiji, Mongolia and the Philippines. Country level studies were conducted from October to December 2003 and were then submitted to WHO. Results were then presented at the XVIIIth Melbourne World Conference on Health Promotion in April 2004.
Consultative workshop on a curriculum for a regional health promotion leadership training programme
In November 2003, WHO collaborated with the Field Epidemiology Training Program Alumni Foundation Inc., to develop the curriculum and convene a consultative workshop to validate this with other learders in public health, leadership and management development, and health promotion training. Academicians from public health and business management institutes from Australia, Fiji, Malaysia and the Philippines were consulted. The curriculum was finalized based on the inputs and comments of this group.
